We wanted to explain the definition of legal retirees so there is complete understanding of what mean.  The design was strictly financial and took into account the contribution required to justify paying someone these very lucrative benefits. All people whose parents are legal citizens at the time of birth are eligible without exception. This means that even if your parents were not legal but you and your partner are, then your child will receive these benefits once they retire.
